European study on Culture and Democracy
Culture Venture’s founder and director Toni Attard has been appointed as Malta’s national expert for the European Commission’s Culture and Democracy Study and Peer Learning initiative.

This research project commissioned by the Malta Entertainment Industry and Arts Association will assess the development of a comprehensive rate card for performing artists in theatre, dance, and music, to achieve fairer and more transparent compensation guidelines in Malta. Through a structured mixed-methodology approach, the research will integrate local and international insights to establish equitable remuneration practices. The study consists of three phases: data collection, analysis, and proposal development. Data collection includes desk research on international rate cards, a survey targeting local artists, and focus groups with producers. The analysis phase will synthesize these findings to identify trends and gaps in current compensation structures. Finally, a draft rate card will be developed, proposing standardized fees aligned with industry realities and international standards. Deliverables include a preliminary report, a draft rate card, and a presentation to the MEIA Executive Board and stakeholders outlining findings and next steps for implementation. This initiative is a crucial step in recognising and fairly rewarding the contributions of performing artists in Malta’s cultural sector.
