Culture Pass Research & Consultation

Culture Venture has been commissioned by Arts Council Malta to lead a national research and consultation project aimed at evaluating the impact of the Culture Pass Grant Scheme. This project will offer an in-depth analysis of how the scheme has shaped cultural engagement among students and supported the creative sector.

With a proven track record in cultural research and policy advisory, Culture Venture brings together a highly experienced team composed of founder and cultural policy expert Toni Attard, sociologist Prof. Valerie Visanich, and researcher Graziella Vella. Their combined expertise spans previous national studies on the Malta Biennale, Premju tal-President għall-Kreattività, Domestic Screen Funding and Cultural Tourism impact on liveability in Valletta.

Running from May to October 2025, the project will adopt a multi-layered methodology including desk research, surveys with schools and Culture Pass beneficiaries, stakeholder consultations, interviews, focus groups, and workshops. This holistic approach will ensure a wide representation of voices from across Malta’s cultural and educational sectors.

The findings of the research will be published in a final report, serving as a critical resource for shaping the future of the Culture Pass Scheme and similar initiatives aimed at fostering cultural access and participation among young people.
